Splicing medium-voltage cable on the standardization work? That crew hour is a Cable Splicer [Inside] — $97.28/hr ($63.90 base + $33.38 fringe), not journeyman. Different classification, different line on the payroll — track it by the hour or eat the difference.

Where subs actually lose money

Three traps on this exact rate

Trap 01 — the fringe

No benefit plans means $33.16/hr owed in cash, on top of the base

Under Chapter 104 the prevailing wage is base plus fringe. You discharge the fringe through bona-fide health/pension/apprenticeship plans, or you pay it as additional cash. A non-union shop with no qualifying plans owes the full $33.16/hr as cash wages — a worker who sees only the $56.55 base on their check is being underpaid by $33.16 every hour, and that is a back-wage finding.

Trap 02 — overtime math

Overtime is 1.5× the base plus the whole fringe — the fringe is never multiplied

Remark 13 spells it out, and it is the single most-fumbled calculation on a certified payroll. One rate is right; both common shortcuts are violations.

Trap 03 — the Sunday premium

Electrician is a double-time trade on Sundays and nine named holidays

Most Chapter 104 trades run time-and-a-half. Electrician (Inside/Outside) is on the exception list for Sundays plus New Year's, Presidents', Memorial, Kamehameha, Independence, Labor, Thanksgiving and Christmas Days: 2 × 56.55 + 33.16 = $146.26/hr. Schedule a Sunday pour-support call at the weekday OT rate and you are short on the payroll before you print it.
